Nigerian Senate restricts its presidency to returning 10th assembly members

Nigeria’s Senate has amended its internal rules to tighten eligibility requirements for the position of Senate President, limiting it to more experienced lawmakers within the chamber.

The decision was reached after a closed-door session on Tuesday, May 5, where senators agreed on new criteria aimed at strengthening parliamentary hierarchy and institutional experience.

Under the revised rules, only members of the current 10th National Assembly who have served at least two terms will be eligible to contest for principal offices, including Senate President. The amendment also requires that one of those terms must be the immediate term before nomination, effectively restricting eligibility to returning senators.

According to the updated Order 4, nominations for presiding officers will now strictly follow the ranking system within the Senate. “Nomination of Senators to serve as Presiding Officers shall be in accordance with the ranking of Senators and shall be strictly adhered to,” the rule states.

It further outlines the order of ranking as: “(i) former President of the Senate, (ii) former Deputy President of the Senate, (iii) former Principal Officers of the Senate, (iv) Senators who had served at least one term of four years, (v) Senators who had been members of the House of Representatives, and (vi) in the absence of i to v, Senators elected into the Senate for the first time.”

By implication, only senators from the current assembly who win re-election into the next Senate will qualify to contest for the top leadership positions. The Senate said the changes are intended to reinforce the tradition of ranking and ensure that leadership roles are occupied by lawmakers with sufficient legislative experience.
