Japa: Canada’s Ontario opens new permanent residence programme for foreign workers

Ontario has officially opened applications for its new Workforce Priority Stream, creating a fresh pathway to permanent residence for eligible foreign workers through the Ontario Immigrant Nominee Program (OINP).

Starting August 4, 2026, eligible foreign nationals can submit an Expression of Interest (EOI) through Ontario’s e-Filing Portal, provided they have a qualifying job offer from an eligible Ontario employer.

The new stream includes three pathways: one for higher-skilled workers, another for lower-skilled workers, and a third for self-employed physicians who are registered to practise in Ontario and are eligible to bill the province’s public health insurance plan (OHIP).

To qualify, applicants must create an EOI linked to a valid job offer submitted by an eligible employer through the OINP Employer Portal. Although the Workforce Priority Stream was introduced on June 26, 2026, candidates could only begin entering the selection pool after the portal opened this week.

Applicants will be ranked under a points-based system introduced on July 20, 2026, with invitations to apply issued through periodic draws. An EOI remains valid for up to 12 months, after which candidates who have not received an invitation must submit a new one.

Invited candidates will have 17 calendar days to submit a complete application, while employers must apply for approval of the employment position within 14 days of the invitation.

Successful applicants nominated through the job-offer stream will receive a provincial support letter that can be used to apply for a federal work permit while their permanent residence application is being processed. Those applying through the higher-skilled worker or self-employed physician pathways may also qualify under the Enhanced Provincial Nominee Program linked to Express Entry, potentially benefiting from faster permanent residence processing.

The Workforce Priority Stream is the first immigration pathway launched under Ontario’s overhaul of the OINP following the closure of all previous streams in May 2026. The province has also announced plans to introduce additional pathways, including a Priority Healthcare Worker Stream, an Entrepreneur Stream, and an Exceptional Talent Stream, as part of the programme’s next phase.
