Ukraine submits peace proposals to U.S. negotiators over Russia war

Ukrainian President Volodymyr Zelensky has announced that Kyiv submitted a set of peace proposals to U.S. negotiators outlining a potential framework to end the war with Russia.

In his media address, President Zelensky confirmed that the draft had been transmitted to Washington, emphasizing the critical role of American diplomacy and defense support in altering Moscow’s trajectory:

“We have conveyed our proposals to the American side. And the United States can help strengthen our defense, first and foremost with air defense, and put pressure on Russia so that its plans are different — to prepare for an end to the war rather than prolonging it.”

While the specific details of the proposals remain undisclosed, the diplomatic movement comes ahead of an anticipated visit to both Ukraine and Russia by U.S. negotiators Steve Witkoff and Jared Kushner.

The American envoys previously held discussions in Moscow in January but have yet to travel to Kyiv. In addition to the diplomatic push, Zelensky suggested that Russian leadership may attempt to use upcoming parliamentary elections as a pretext to declare another mass military mobilization to sustain its war effort.

Peace talks have largely stalled following broader international conflicts, even as Ukraine maintains its call for a ceasefire after nearly four and a half years of fighting.

Moscow continues to state that any binding resolution must mandate Ukraine’s complete withdrawal from four contested regions while addressing what the Kremlin outlines as the root causes of the conflict.
