Premier League Slam Chelsea With A Fine And Transfer Ban

It has been confirmed that Chelsea Football club have been slammed with both a fine and a transfer ban by the English Premier League.

Chelsea Football Club has been hit with over £10.7 million in fines and a suspended one-year transfer ban following a Premier League investigation into historical rule breaches. The club also received an immediate nine-month ban on registering Academy players.

The sanctions follow a period of voluntary self-reporting by Chelsea’s current ownership, which began in 2022. The investigation uncovered undisclosed payments made between 2011 and 2018 to players, unregistered agents, and other third parties. These payments, made for the benefit of the club, were not reported to regulatory authorities at the time.

Full breakdown of Chelsea’s Premier League sanctions

The Premier League ratified two separate sanction agreements through an independent commission:

  • Financial & Third-Party Breaches: A £10 million fine and a one-year first-team transfer ban, which is suspended for two years.
  • Youth Development Breaches: A £750,000 fine and an immediate nine-month ban on registering Academy players from Premier League and EFL clubs. This relates to the registration of youth players between 2019 and 2022.

Crucially, the Premier League noted that even if the undisclosed payments had been properly recorded, Chelsea would not have breached Profitability and Sustainability Rules (PSR) during those periods.

The League also highlighted that the club’s “proactive self-reporting, admissions of breach, and exceptional cooperation” were significant mitigating factors in avoiding an immediate first-team transfer ban.

“The club has accepted that the making of these payments, as well as the failure to disclose them, constituted a breach of the requirement to act in good faith towards the League,” the Premier League stated in an official release.

While the Premier League matters are now concluded, Chelsea’s disciplinary headaches are not entirely over. A separate FA disciplinary process regarding similar conduct remains ongoing.

The club previously settled with UEFA in 2022 over the same historical issues, paying a financial contribution of €10 million (£8.6 million).

All Premier League sanctions, including the Academy ban and the payment of investigation costs, take effect immediately.
